Debt Manager

Richard Morales is the Debt Manager of the San Francisco Public Utilities Commission, having joined them in 2011. The SFPUC is a water, sewer and power utility agency of the City and County of San Francisco. Its Water Enterprise provides drinking water from the Hetch Hetchy Regional Water System to 2.5 million residents and businesses in San Francisco, Alameda, Santa Clara and San Mateo counties. Its Wastewater Enterprise provides sewer and stormwater collection services to residents and businesses in San Francisco. And its Power Enterprise provides clean, renewable hydroelectric power for the City’s municipal facilities and buildings, including San Francisco International Airport, San Francisco General Hospital and the MUNI transit system. Rich manages all debt issuance and debt administration activities for the agency’s three enterprises. In this regard, he oversees the issuance of Water Revenue Bonds and Commercial Paper to fund the Water Enterprise capital program, including the $4.6 billion Water System Improvement Program (WSIP); Wastewater Revenue Bonds and Commercial Paper to fund the Wastewater Enterprise capital program, including the upcoming multi-billion dollar Sewer System Improvement Program (SSIP); and Power Revenue Bonds to fund the Power Enterprise capital program, including federally-subsidized CREBs and QECBs for clean, renewable energy projects of the Power Enterprise.Prior to joining the SFPUC, Rich worked in the Public Finance private sector as both a financial advisor and investment banker.
