As a member of the Project Finance, Debt and Strategic Contracts Division at the Texas Department of Transportation, Jennifer Wright manages multi-billion dollar transportation financing programs of the Texas Transportation Commission. She ensures that the issuance of debt is performed in a manner that serves the public interest, complies with state and federal tax and securities law and is within the guidelines of the Commission’s policies. She also leads the financial team’s negotiations of business and commercial terms of alternative delivery projects including public-private partnerships as well as securing TIFIA loans.In her ten years at TxDOT, she has led many new money financings and several refinancings achieving hundreds of millions of dollars of savings for Texas taxpayers; most notably, a record-setting refinancing of a toll revenue credit in January 2015. Ms. Wright competently grasps public finance concepts and applies them in her management of TxDOT’s debt portfolio and participation in public-private partnership program, resulting in sound recommendations to TxDOT leadership.She is a board member of the Women in Public Finance and also served on the inaugural board of the Texas Chapter of Women in Public Finance.Ms. Wright received her bachelor’s degree in finance from Texas A&M University.
