While an across the board pay cap may not be the ideal solution, I think it is appropriate to hold these executives accountable for the role they played in creating the financial mess we're all in. I'm not a scientist, and I could tell you that cash is king. If you want someone to do/not do something, paying them is a good way to get the desired result.
